Refreshed Strategy

Volunteers have been working alongside health care professionals in NHS Scotland bringing untold benefits to patients and NHS staff alike. It's a huge success story we don't get to hear enough about. The Scottish Government recognises the immense value volunteers bring to the NHS in Scotland and has launched the Refreshed Strategy to ensure the benefits of volunteering continue to grow and thrive in the NHS.

Volunteer Development Scotland is working as a strategic partner of the Scottish Government to deliver the Refreshed Strategy for Volunteering in the NHS. What does this mean for volunteers, staff and patients?

How the Refreshed Strategy was developed

At the end of 2005 the Scottish Executive Department for Health asked Volunteer Development Scotland to consult with stakeholders and make proposals and recommendations on how best to take forward volunteering in the NHS in Scotland and to update previous department guidance on volunteering issued in 1998 and 2000. For more detail click on the link below.

An independent consultancy firm was commissioned by Volunteer Development Scotland to gather views and evidence from stakeholders. They consulted with senior NHS managers and with NHS Voluntary Services Managers - see Annex 1. It also consulted with Volunteer Centres (Annex 2) Voluntary Organisations involved in NHS/health (Annex 3) and with people who volunteered in the NHS (Annex 4)

Refreshed Strategy for Volunteering in the NHS was published in February 2008. 

Refreshed Strategy for the NHS CEL 

In summary the Refreshed Strategy requires Boards to:

  • provide VDS with details of a designated person within their Board area (possibly PFPI Designated Directors) who will lead on volunteering
  • equality impact assess their volunteering policy
  • develop a local strategic action plan for volunteering in partnership with key local stakeholders during 2008/09
  • ensure that their Units and Divisions maximise the opportunity volunteers offer for complementing the skills of their clinical staff
  • ensure co-operation and support is given internally to staff involved in volunteering and to VDS to ensure that the strategy and action plan outlined in this document are progressed in accordance with the targets set
  • work in partnership with VDS to achieve the Investing in Volunteers Standard by 31 March 2011
  • review and report progress on volunteering within their Annual Review self-assessment reporting process as part of their performance in relation to their PFPI responsibilities beginning in 2008/09
  • consider with Community Planning Partners whether a generic strategy for volunteering in the area is appropriate

Scottish Government Better Health Better Care Action Plan
The key policy driver for the Refreshed Strategy is the Scottish Government Better Health, Better Care Action Plan, published in December 2007. The Action Plan states

" Working together with Volunteer Development Scotland, we will refresh the strategy on NHS volunteering, recognising the various roles played by the third sector and considering how best to recognise the role played by volunteers."

Turning the Refreshed Strategy into action - March 2008

There are a numbers of ways in which the Strategy is being taken forward. The Scottish Government has established a National Group to help provide national leadership for the implementation and on going development of the Refreshed Strategy. The National Group is chaired by Pat Dawson, Associate Nurse Director, NHS Lothian.
